On August 25, 2025, a regular meeting of the Parliamentary Commission for Monitoring the Implementation of the National Sustainable Development Goals and Targets of the Republic of Uzbekistan up to 2030 was held at the Senate.
The meeting was co-chaired by the Co-Chairs of the Parliamentary Commission – Chairperson of the Senate of the Oliy Majlis Tanzila Narbaeva and Speaker of the Legislative Chamber Nuriddin Ismailov.

The agenda focused on progress under Target 7 of National SDG 10, which aims to develop orderly, safe, and well-managed labor migration and an effective migration policy.
It was noted that significant reforms have been implemented in recent years to strengthen legal, social, and economic guarantees for labor migrants. In particular, more than 20 legislative acts regulating labor migration have been adopted. New mechanisms have been introduced to finance migrants’ travel expenses, work visas, and foreign language examinations through dedicated funding sources.

The geography of labor migration has expanded considerably. A system has been established to send citizens to high-income countries through organized channels, alongside vocational and foreign language training. As a result, the number of citizens sent abroad through organized labor migration has increased fivefold, while the number of destination countries has grown from 3 to 16.
Measures are also being taken to protect the labor rights of citizens working abroad. Over the past four years, more than USD 5,95 million in unpaid wages, compensation, and insurance payments have been recovered from foreign employers in favor of 13,630 Uzbek citizens whose labor rights had been violated.
At the same time, the meeting highlighted several systemic challenges. The need to consolidate migration legislation into a single comprehensive document, ratify relevant international conventions, reduce the consequences of irregular migration, and ensure more effective protection of migrants’ rights and interests was emphasized.
Following the discussions, a corresponding decision and a roadmap were adopted. Relevant ministries and agencies were given specific instructions to ensure the effective implementation of the agreed measures.
