On 27 October 2024, elections to the Legislative Chamber were held for the first time in the country’s history under a mixed electoral system. In this context, it became necessary to improve the procedures governing the formation and activities of the Youth Parliament.
In February 2025, by a Resolution of the Council of the Legislative Chamber, the Regulation on the Youth Parliament and its Rules of Procedure were approved. Political parties were recommended to submit, within one month, their nominees for membership in the newly formed Youth Parliament. The Secretariat of the Legislative Chamber was instructed to create the necessary conditions for the effective work of the Youth Parliament and its members, to ensure their participation in meetings and events, and to arrange for the issuance of official identification cards and badges. Previously adopted resolutions of 2020 and 2022 were declared invalid.
According to the approved Regulation, the Youth Parliament is a consultative body without the status of a legal entity and accountable to the Legislative Chamber. Its membership consists of 150 persons aged 18 to 30, nominated by political parties in line with the mixed electoral system: 75 nominees from single-member constituencies and 75 nominated proportionally to the number of deputies elected through the nationwide constituency. Nominees must demonstrate leadership qualities, a strong civic position, and knowledge in the field of public and state governance. Certain categories of individuals are ineligible for nomination, including sitting deputies, military personnel, law enforcement officers, and persons with an unexpunged criminal record.
The purpose of establishing the Youth Parliament is to support the rights and legitimate interests of young people, enhance their legal awareness, involve them in the legislative process, and promote the laws being adopted. Its tasks include developing proposals for improving legislation, participating in oversight and analytical activities of the Legislative Chamber, organizing discussions on pressing issues involving youth, and fostering international cooperation in the field of youth policy.
The Youth Parliament is vested with the right, in coordination with the relevant committee, to request necessary materials from state bodies, to participate—upon consent of the leadership—in sessions of the Chamber and its bodies, to use library and electronic resources, and to establish working groups comprising experts and specialists.
The main organizational form of activity is plenary sessions held at least twice a year on the principles of openness and transparency. From among its members, the Youth Parliament elects a Chairperson and six Deputy Chairpersons, forms a Council of the Youth Parliament, and establishes eight specialized committees covering legal awareness and patriotic education, employment and healthcare, innovation and ICT, entrepreneurship and industry, science and education, ecology, international cooperation, and the development of civil society and volunteerism.
The establishment of political groups based on party affiliation is предусмотрено, along with the election of a secretary and a press secretary. Funding for the Youth Parliament’s activities is provided from the State Budget allocated to the Legislative Chamber.
Members of the Youth Parliament serve on a voluntary basis, receive identification cards and badges, have the right to submit proposals, participate in discussions and voting, and are obliged to take an active part in its work and comply with the applicable legislation and regulations. Membership may be terminated prematurely on several grounds, including a personal request, appointment to an incompatible position, entry into force of a criminal conviction, loss of citizenship, or recall by the nominating political party.
The Rules of Procedure define the conduct of sessions, the first sitting, the election of the Chairperson and Deputy Chairpersons by secret ballot, the formation of committees, and the organization of internal work. The first convocation is initiated by the relevant committee within one month after the membership is formed.
Thus, the updated regulatory framework is aimed at the institutional strengthening of the Youth Parliament under the Legislative Chamber, expanding youth participation in the legislative process, and aligning its activities with the country’s new electoral model.
