In Uzbekistan, youth are a strategic resource for the country’s development. Today, more than 19 million people under the age of 30 make up over 55% of the population, and the government is creating all conditions for their education, professional development, entrepreneurial activity, creative initiatives, and participation in public life. State policy on youth is aimed at protecting the rights of young people, supporting their initiatives, creating a safe and comfortable environment for their growth, as well as involving them in governance and law-making processes.
Over the past six years, the country has adopted 106 legislative and subordinate acts, including 9 laws, 10 presidential decrees, 25 resolutions, and 62 orders of the Cabinet of Ministers, aimed at strengthening the rights and opportunities of youth. The key law is the “Law on State Youth Policy” (2016), which laid the foundation for all subsequent initiatives and programs. In 2023–2025, the Senate adopted four major laws concerning the protection of children, volunteer activities, and the prevention of violence, including the laws “On Volunteer Activities”, “On the Protection of Children from Violence”, and “On the Children’s Ombudsman”. These laws provide a legal framework for safeguarding the rights, freedoms, and opportunities of youth and children.
Education and professional development of young people are among the state’s top priorities. In recent years, the coverage of higher education has grown from 9% to 38%, and more than 151 000 students have received preferential educational loans totaling 1,7 trillion Uzbek sums. Within the framework of the “Future Professions” and “Model Children” projects, more than 25 000 young people acquired skills in modern professions and foreign languages, while about 250 000 participants gained digital and innovative competencies through the online “Ustoz AI” project. Initiatives to promote reading – “Young Reader” and “Mutola” – reached over 4 million youth, providing thousands of audio and electronic books for free access.
The state also actively supports youth entrepreneurship and employment. Under the Youth Employment Program, 138 000 young people received support, and the “TalabaExpo-2025” initiative provided 53 000 graduates with access to vacancies and modern professions. Preferential loans for business and family entrepreneurship totaled more than 2,2 trillion sums, creating jobs and supporting thousands of young entrepreneurs. Over 384 000 young people, including residents of pilot districts, received assistance in employment and business project implementation.
Youth safety and social support are also central to government priorities. The “Youth Balance” system and the online monitoring platform “Digital Mahalla” provide support for vulnerable groups, prevent offences, and encourage initiatives. As a result, 2 474 mahallas have become areas free from youth crime. Over 369 000 young people received individual assistance and consultations, and nearly 170 000 obtained financial and social support through local initiatives.
Special attention is given to developing the creative, sports, and cultural potential of youth. Presidential Schools, Temurbek Schools, and Ijtod Schools have been established to train future leaders, while women-focused projects, including the Girls’ Academy, reached over 300 000 young women, providing skills in marketing, graphic design, law, and modern professions. Youth Day (30 June) was established, and outstanding youth initiatives and achievements are recognized with state awards “Mard O‘g‘lon” and “Builder of the Future”.
Parliament plays a key role in implementing youth policy. Youth Parliaments operate in both the Senate and the Legislative Chamber, participating in the discussion of laws, proposing initiatives, and gaining parliamentary experience. The Senate monitors the implementation of programs and initiatives, evaluates their effectiveness, and engages youth in discussions on social, educational, and economic issues. Additionally, each Youth Parliament member is assigned a mentor-senator, ensuring experience transfer and active participation in law-making.
State youth policy is not only about laws and programs but also about a living dialogue. Regular meetings with government bodies are held, youth initiatives and proposals are discussed, and opportunities are created for their ideas to be implemented locally. Programs and projects cover not only education and employment but also creativity, sports, volunteering, digital skills, foreign languages, and cultural development. Every young person is given the chance to realize their potential and contribute to the development of their mahalla, district, and the country as a whole.
Today, the youth of Uzbekistan enjoy unique opportunities for education, professional growth, and creative and social activity. State support, parliamentary oversight, and targeted initiatives create an environment where every young person can exercise their rights, develop their abilities, participate in society, and become an active contributor to the country’s future.
